I added the free Yellow Sky actions to the quality freebie list. You do have to subscribe on their FB page to get them, but it is totally worth it, I use them all the time. In fact, I liked them so much I purchased (!) their Essentials kit (comes with like 40 or so different actions) and I seldom edit a photo that I don't use them.
The Everyday Elements link are to her free samples and she has them for both PS and PSE - mostly for standard editing, improving and mood effects.
Panos FX - mostly for super creative editing like page curls, notebooks, boxes, snow globes, etc.
I have a listing on my blog of a whole BUNCH of design sites, from DeviantArt to ATC's. Feel free to have a go at any and all of them to build your resource list. It will get a lot more attention here. It is compiled of places I have visited and a few other folks' lists. They are all sites I have downloaded from and revisit, for the most part. I think you all will probably know most of them. Last time I reviewed it, all of the links were valid and working.

I found a frame to use from this site - they seem to have some fairly good brushes, textures, backgrounds, and png files

I only wish I could use the actions everyone makes for Photoshop... I drool sometimes, seeing all the things they make so easy but I can't use (in PSP). I especially love some of the photo "presets" & what not.
