Question about a layout template

Hi! I will try my best to explain my issue I recently download the layout template 120 and when I opened it in PSE11 I couldn't access the different layers. The background layer is partially locked and I can't turn it off. Then I have 3 other layers (top and bottom, middle, and collage) with a yellow box (looks like a file folder) next to them as well as a pencil with a line through it. I am unable to unlock any of the layers. I am not sure what I am doing wrong or how I would use this without access to the different layers. Any help would be greatly appreciated!!!
