I was looking at Scrapbook resources over at Deviant Art and after doing some research I made a list with original designers (no stolen designs here) who share their creations through Deviant Art, meaning you can download their freebies right from the Deviant Art website, no need to follow links that take you other websites or blogs As always, respect the artists' TOUs and if possible, leave some loving comments for them...cheers!

I don't know if you have been to Teachers pay teachers, but they have 21k images for free and some allow commercial use. Not everything is to my taste, but there is a great deal yo look through.
Here is a new site related to fontbundles and designbundles called craftbundles. They have SVG files for sale and for free. The one I looked at had PNG files included. You will probably want to check out the sister sites too. They each have a freebie sections as well.

I created this kit for a designer challenge, is the 3rd that I have made in my whole life, and I think my skills are a little bit rusted.
The Sweet Shoppe has a special offer for St Paddy's Day. You do have to have a log in to download the mini-kits, but the offerings are very generous!
