Software for ordering individual pages

I am looking for software that will allow me to design and order individual pages such as 8 x 8, 12 x 12, 8.5 x 11, etc. Preferably software that's not very expensive but has lots of editing options.

Photoshop Elements and Paint Shop Pro are both under $100 ... generally the more you pay the more you get. There are others on line but I use PSE right now until I can afford to pay monthly for the cloud which is the new full blown photoshop. Both Adobe itself and Amazon will put Elements on sale several times a year which gives you a disc and one user license. You can also download trials which are good for 30 days to decide which you like before you purchase.

When you say not too expensive you are limited. You have the options that Susan stated. There are the scrapbook software programs. Serif PhotoPlus Starter Edition is an Easy and free photo editing program. http://www.serif.com/free-photo-editing-software/
Corel has the PSP and Ulead photo editing.
Take a look at some of the threads that discuss the different software programs.

In PSP (Paint Shop Pro) I like having the ability to save my image sizes as presets and naming them. I can create a 12 x 12 for example, save the preset, then next time I want to create a new image, I just select it from the list.
