I made some color swatches on a website that allows you to make a palette from a photo. When I attempted to load them in PSE, nothing seemed to happen. It's a quandry...
Maybe the file was corrupted when you downloaded it .... did it create an .aco file? ... you may want to create it again or redownload it ... I'd suspect the file itself rather than the Elements software
