Ok, by now I'm sure you realize that I am completely new to this. My question is what are brushes and can they be used in programs other than photoshop?

I suppose brushes are similar to stamps in the paper-scrapping world, though brushes can be so much more than a simple "stamp." Gimp does have a brush feature; there are websites and deviantart.com users who create brushes specifically for Gimp. Gimp's current version allows for Photoshop brush (they're .abr files) installation; I'd assume it's something like, "Import Brush." Here are a few examples mish-mashed together:
You can make them any color you want when using them. I even used glitter for one of the examples. There is a wealth of brushes out there on the internet, all of various things from textures to butterflies to water splashes to planets and nebulae to flora to hearts to ... well, you name it, really! lol
