Move forum tools menu?

I was getting ready to post in this forum to ask for a 'new posts' option, and found an old thread about a similar request, and was directed to that menu that I never saw before because it's down at the bottom of the page. Is it possible to move it up top so it's more visible and requires less scrolling to reach it? I've been visiting here for months and never saw it before. I might've just overlooked it, of course, but if it had been up top I would've noticed it much sooner.
